Abstract

This study examines local self-government institutions of the Perm region carrying out land management under the Stolypin`s reforms. The author studies the attitude of the Zemstvo members to the reforms, their educational activities concerning land management aimed at the peasants of the Perm region with the help of archives and periodical publications. Under World War I and especially 1917 revolution the Zemstvo members supposed to expand their participation in land management. However, the central authorities were fully satisfied with the achieved results, so the plans of the Zemstvo members were never realized.
